*Regulatory environment for pollinators
Ireland declared a biodiversity, alongside a climate emergency, in 2019 underpinned by evidence from the National Biodiversity Data Centre (NBDC).
All-Ireland Pollinator Plan (AIPP)
The National Biodiversity Data Centre co-ordinates implementation of the All-Ireland Pollinator Plan a key, national biodiversity evidence-based initiative.
The All-Ireland Pollinator Plan supports the nature-related directives and regulations relevant to Ireland including:
- EU Corporate Sustainability Reporting Directive (incl. VSME) – (EU) 2022/2464, omnibus 2025. ESRS 4 (Biodiversity & Ecosystem Services).
- EU Nature Restoration Regulation – NRR Regulation (EU) 2024/1991 – with a focus on pollinators.
- EU Corporate Due Diligence Directive (CDDD or CS3D) 2024/1760 delayed until 2027.
The All-Ireland Pollinator Plan is cited as a key initiative in:
- Ireland’s 4th National Biodiversity Action Plan 2023-2030, in the
- Nature Recovery Strategy for Northern Ireland to 2032 (currently in draft) and in the
- Biodiversity Duty Reporting Guidance for Public Bodies in Ireland. The ‘biodiversity duty’ refers to the legal responsibility placed on public authorities and organisations to conserve and enhance biodiversity in their actions. This involves embedding nature conservation into policies, decision-making, and land management, aiming to reverse biodiversity loss through local action and national strategies. Businesses delivering contracts to public authorities should be aware of how these organisations are having to account for their actions.
National Biodiversity Data Centre (NBDC)
The National Biodiversity Data Centre:
- Provides the Irish government with the National Biodiversity Action Plan Tracker (supported by KPMG) an outline of progress in relation to the 4th National Biodiversity Action Plan.
- Business for Biodiversity Ireland (BFBI) is supported by the National Biodiversity Data Centre along with Business in the Community Ireland (BITCI) and developed in conjunction with Natural Capital Ireland.
Business for Biodiversity Ireland (BFBI)
BFBI is key initiative emerging out of Ireland’s 4th Biodiversity Action Plan. This national platform providing the ‘Nature Accelerator Programme’ to businesses with support from KPMG & Deloitte. Participants include: An Post, Bus Eireann, ESG, Cairn plc and Glenveagh plc etc. The multi-stakeholder platform was established by the Department of Housing, Local Government and Heritage (DHLGH) and the Department of Agriculture, Food and the Marine (DAFM) and is supported by the National Biodiversity Data Centre (NBDC), Business in the Community Ireland (BITCI) and developed in conjunction with Natural Capital Ireland.
